The Addiction and Community Revitalization Committee voted 7-0 to favorably report Senate Bill 138 to the committee on rules and reference after a third hearing in which no one provided oral testimony.
Chair Landis opened the hearing on Senate Bill 138 and said the measure “modifies alcohol, drug addiction, and mental health services laws” and asked whether anyone in the gallery wished to testify. Seeing no speakers, Landis directed members to written testimony available on their iPads and recognized Vice Chair Johnson for a motion.
Vice Chair Johnson moved to “favorably report Senate Bill 138 to the committee on rules and reference.” The clerk then called the roll. Chair Landis, Vice Chair Johnson, Ranking Member Blackshear, Senator Cronin, Senator Mannich, Senator O’Brien and Senator Weinstein each voted yes. Chair Landis announced, “With a vote of 7 yays and no nays, Senate Bill 138 is approved and referred to the committee on rules and reference,” and asked members to sign the vote sheet as it crossed their desks.
Earlier in the meeting the committee approved the minutes from its April 9, 2025 meeting without objection. With no further business, the chair adjourned the session.
The committee record shows only the written testimony provided and no on-the-record public comments during the hearing. The bill now proceeds to the committee on rules and reference for further consideration.
