The draft includes a proposed $250,000 threshold that would require board review for new or revised contracts over that amount. Staff said the threshold was chosen in part to capture construction contracts tied to recently passed referenda and because neighboring districts use varied thresholds.
Committee members proposed two mechanisms to improve oversight without creating burdensome micromanagement: (1) include operational contracts (for example, recurring service contracts) as a line-item list in the annual budget so the board would approve them once during budget adoption and not have to revisit each contract during the year; and (2) require a quarterly reporting item that lists contracts over a smaller threshold (committee discussion mentioned $50,000) so the board has regular visibility into commitments.
Staff said the $250,000 threshold would still bring most construction and large new contracts to the board and would allow the superintendent (or designee) to execute smaller or budgeted contracts. Committee members suggested quarterly reporting language be added near the policy's opening paragraphs; staff indicated quarterly reporting is feasible and that some peer districts already use similar practices.
