Committee approves 25-year power purchase agreement with Sangamon Solar for 25 megawatts

The Springfield City Council committee on utilities voted to approve a 25-year power purchase agreement with AES Clean Energy Development LLC, d/b/a Sangamon Solar LLC, for a 25-megawatt solar resource under a contract the Office of Public Utilities said will not exceed $13,450,000 annually.
City staff said the agreement covers both energy and capacity and will replace some purchases the utility otherwise would make from the market. Director Brown told the committee, "the energy is the biggest piece of this," and said the planned facility will connect to the city's transmission lines south of Chatham and require only minor work to add it to the system.
The purchase was framed by staff as a tool to reduce greenhouse gas emissions because it will displace some off‑grid purchases. Committee members pressed staff on how the PPA would be reflected in the city's integrated resource plan (IRP); staff said the agreement would be entered into the IRP as a contracted resource that reduces the total capacity the city would otherwise seek.
Several aldermen raised procedural and public‑engagement questions. Alderman Williams urged more citizen engagement around CWLP projects and noted the size of the contract; staff said the IRP process and future public meetings would provide opportunities for broader public input. Alderman Gregory described the PPA as "a good thing for our city" and said it was a step toward reducing coal burn in the generation mix.
A motion to place the ordinance on the consent agenda was made, seconded and approved by the committee.
