District reports lower fuel bids and copy-paper bid changes; administration cautions on bid rescissions

As part of the superintendent’s report, administrators gave the board an update on several procurement results for routine supplies and services.
Staff said two vendors rescinded bids for the district’s copy-paper procurement prior to the recommendation; the apparent low bidder before the meeting also rescinded. The final awarded price was reported as lower than the prior contract, according to administration.
On fuel, administration reported four bidders for the district’s fuel contract (an increase from two in prior years) and said the new bid prices represented a per-gallon decrease of approximately $0.60 for gasoline and $0.70 for diesel compared with the current contract. District data cited in the meeting showed year-to-date usage figures of just under 10,000 gallons of gasoline and about 61,641 gallons of diesel. Administration’s example calculation of savings in the meeting appeared to contain a numeric error (a $4,049,000 figure that is inconsistent with the cited per-gallon savings and usage); administrators did not provide a corrected total at the meeting and said they would follow up with precise reconciled savings.
Board members and staff noted the positive market response of additional bidders on fuel and the importance of verifying final contract terms, and the superintendent said staff will provide accurate, reconciled savings figures after finalizing contracts and usage comparisons.
