Planning staff recommends conditional use permit for electric vehicle charging station with security and buffer conditions

The Green Bay Plan Commission on April 28 voted to recommend approval of a conditional-use permit to allow an electric vehicle (EV) fueling station at 1240 Radisson Street, forwarding the application to City Council for final review on May 6.
Planning staff described the parcel as a narrow site of roughly 15,000 square feet near the Webster Avenue/I-43 interchange that is currently zoned light industrial. Staff said the station is a conditional use in that district and that the concept plans submitted are preliminary; final site plan review and utility coordination with Wisconsin Public Service will follow any approval.
To address neighborhood and operational concerns, staff recommended a set of conditions: compliance with the municipal code and site-plan requirements; installation of 24/7 video surveillance to monitor all portions of the site; a prohibition on outside storage; a photometric lighting plan that prevents light spillover; an increased buffer to the south requiring six-foot year-round 90% opaque screening (the code baseline was described as four feet); a restriction that all vehicles parked on the property be operable and registered; and that the conditional use be limited to electric-vehicle fueling only (any other fueling would require a separate conditional-use application).
Commissioners asked staff to clarify capacity; staff said concept plans indicate between four and eight vehicle charging positions depending on layout and that some designs allow two vehicles per charging station bay. Staff said final counts and canopy/charging configurations would be set during site plan review.
The commission's recommendation includes the staff conditions listed above. The matter will be sent to City Council for its first and second readings on May 6 and May 20, respectively.
