The Green Bay Plan Commission on April 28 recommended approval of a planned unit development at 2735 University Avenue that would divide the roughly 20-acre former Tillman nursery site into two lots: a commercial frontage lot along University Avenue and a rear lot restricted to indoor self-storage, with landscape screening and wetland protections.
Planning staff described the site as a catalyst parcel in the University Avenue corridor plan and noted significant wetlands and a 52-foot grade change from University Avenue to the rear of the property. "There are very heavy wetland areas towards the rear of this property," a planning staff member said, adding that the rear parcel is difficult to serve with sewer and that constructing a lift station would cost "hundreds of thousands of dollars." Staff said those infrastructure constraints, together with topography, informed the recommendation that the rear lot be limited to self-storage and that the front lot remain eligible for neighborhood-commercial uses.
The proposed PUD would (1) allow a commercial building along University Avenue to screen the rear lot, (2) restrict the rear lot to indoor self-storage with no outdoor storage or other industrial uses, and (3) require landscape screening so the storage be largely invisible from the corridor. Staff also incorporated a variance into the PUD for the front lot so the developer would not need an additional variance process.
During the public hearing, nearby residents who said they live directly across the street offered mixed remarks; one speaker said she preferred the site's natural character but would accept a screened development if it was not visible from University Avenue. Planning staff told the commission fencing could be required if commissioners felt it appropriate and said staff preferred a mixed-use or neighborhood commercial building at the frontage lot, but accepted that self-storage in the rear is the most feasible use given wetlands and sewer constraints.
A motion to approve the PUD with staff conditions carried; the commission's recommendation will be forwarded to City Council for consideration.
