Kaneland Board OKs reverse auction, authorizes up to 60-month gas and electric contracts

The Kaneland CUSD 302 Board of Education on Monday authorized district administrators to execute natural gas and electricity supply contracts for terms up to 60 months, following a live reverse auction for electricity and a traditional procurement for natural gas.

Director of Buildings and Grounds Mark Peyton and Becky Thompson of Minea Energy presented the district's current energy posture and the vendor qualification results. Peyton said the district's existing electricity contract was expiring and staff had solicited competitive bids and invited qualified suppliers to a live reverse auction scheduled the next day. "Tonight we're gonna talk energy," Thompson told the board as she reviewed market drivers and the procurement approach.

The presenters explained the district currently takes a pass-through approach for delivery costs and that the supply portion of rates can be fixed by a third-party supplier. They warned suppliers' long-term offers often include clauses that can adjust capacity charges during the contract term; Thompson noted capacity charges were scheduled to increase June 1 for the current grid-year. Peyton and Thompson recommended a reverse auction for electricity to secure competitive fixed supply pricing while retaining flexibility on delivery and capacity, and a layered strategy for natural gas to allow opportunistic purchases over time.

Board members asked about bidder qualifications and protections. Thompson said 13 suppliers had met creditworthiness and billing-security requirements in the qualification round. After discussion, a motion to authorize district administration to execute the contracts passed on a roll-call vote with all seven members voting aye.

The vote authorizes staff to proceed with the auction and to sign contracts within the parameters discussed; it does not commit the district to any particular supplier until the auction results and the board’s final approval of any agreement.

District staff said they expect the new supply contracts to begin when current agreements end next month and that the approved approach seeks a balance of price certainty and flexibility while the district pursues internal efficiency projects that could lower demand.

Board action The board passed the motion 7-0. The meeting record shows unanimous approval; no mover/second was recorded in the public roll call. No further conditions were attached to the authorization.

What happens next District staff planned to run the live reverse auction the next day and return to the board for contract execution consistent with the auction results and the thresholds discussed.
