The Luxemburg-Casco School District Board of Education approved proposed changes to the 2025-26 employee handbook and discussed implementation of new state requirements under Act 20 related to student promotion decisions and reading interventions.
District administrators said some handbook changes reflect legal advice and required notifications for employees; examples include clarifying paid lunch rules for certified staff, comp-time accounting across fiscal years, and a standardized email signature format for employees. The board approved the handbook changes by voice vote.
Administrators and board members spent an extended portion of the meeting on the state’s Act 20 reading/promotion requirements and a proposed district promotion policy aligned to the law. Board members asked whether the policy allows retention where the district recommends retention but parents disagree; administrators explained the policy lists possible determinations (several promotion options and retention) and noted that parents retain certain rights under current law. The board discussed research on retention and agreed the district generally would not recommend retention absent compelling evidence.
Special education staffing was raised as a significant operational concern. The director reported open special-education positions and low candidate availability statewide; the district reserved three slots in the CESA 7 induction program for new special-education hires to support retention. Administrators also described a $25,000 mentor-mentee grant being written with neighboring districts to support transition/mentoring work; signatures and final submission were in process.
The board approved the handbook changes and the policy revisions and directed administrators to finalize any clarifications and bring finalized language back if needed.
