The Brazosport ISD Board of Trustees approved a guaranteed maximum price (GMP) from Stuart Builders for a Rasco Middle School stacking‑lane project and approved several reallocations within the district’s 2014 and 2019 bond programs.
Rasco stacking lane: District staff presented the project to address on‑campus stacking and street congestion at Rasco Middle School. The construction manager at‑risk, Stuart Builders, publicly solicited bids and provided a GMP; the presentation cited a GMP of $1,162,194 and the formal recommendation presented to the board requested approval of a GMP of $1,162,357 from Stuart Builders. The board approved the GMP by motion (moved by Mr. Atkins, seconded by a board member identified as Joe). The administration said funds were included in the voter‑approved 2019 bond and estimated construction would be complete by August 2025.
During public discussion, residents and trustees asked about traffic flow, double‑stacking vs. single‑stacking, bus and parent drop‑off locations, motorized gates and fencing, and coordination with the City of Lake Jackson on adjacent soccer‑field/access patterns. District staff said buses would use the front of the campus and parents would be directed to the new stacking lane, and that motorized gates and other security measures would be installed.
Bond reallocations: The Citizens Bond Oversight Committee reviewed proposed reallocations for the 2014 and 2019 bond funds and recommended approval. For the 2014 bond, the committee recommended adding $269,933 to major maintenance accounts offset by equal reductions in contingency, CTE program improvements, print shop maintenance equipment and technology equipment. For the 2019 bond, the committee recommended adding $1,283,031 in federal revenue to reimburse a dark‑fiber project plus other reallocations that moved money toward athletic accounts and pool work while reducing some priority‑1 improvement and contingency accounts. The board approved the committee’s recommendations (motion moved by Mr. McDowell and seconded by Mr. Schulte).
Discussion vs. decision: Discussion included design and traffic questions for Rasco; approvals recorded were the GMP for Rasco and the bond reallocations. Administration stated the referents were within voter‑approved bond scopes and had been reviewed by the Citizens Bond Oversight Committee.
