The Prior Lake'Savage Area Schools board approved a memorandum of understanding (MOU) with the district's bargaining unit to support staff completing REED Act literacy training, a multi-module program district leaders described as roughly 70 hours.
Dr. Edwards and Director Hermann described the program and the negotiated terms. Administration said teachers targeted by the training include K'5 classroom teachers, K'12 intervention and special education teachers and English learners staff; the program has nine modules and the district planned modules 1'4 in the first year and modules 5'9 in year two. An extension granted in the May 2024 legislative session lengthened the implementation timeline beyond the original June 30 deadline.
Director Hermann said district negotiators and PLCA (the district union leadership referenced in the meeting) agreed on an MOU that covers eligibility, compensation and other negotiated items so staff can complete the training without losing required professional development pay. The district described two completion tracks: a summer track that provides compensated flex time to be used during the school year, and a school-year track to complete hours during contractual time.
The board moved to accept the MOU; Director Olstad made the motion and Director Frans seconded. The motion passed with a unanimous roll-call vote, 7'0'0to'''0.
Administrators said some teachers want to finish the training over the summer to maintain continuity and to be prepared for upcoming curriculum resource vetting; the district is scheduling presentations by state-approved vendors for potential curriculum adoption and expects to pilot or field-test resources in 2026'27 ahead of full implementation.
No funding appropriation beyond previously allocated professional development dollars was included in the meeting materials; administrators said the MOU governs use of the district's existing professional development funds and negotiated compensation terms for teachers choosing the summer track.
