The Gahanna Property Appeals Board voted to refund filing fees after two appellants withdrew sidewalk maintenance appeals at its April 29 meeting.
The board approved a $50 refund to an appellant who withdrew an appeal listed as PAB-0002-2025 concerning 903.4909 Harmony Drive and a separate $50 refund for PAB-0001-2025 involving code section 903.4341 for Chilton Place. During the hearing the person at the podium identified himself as Michael Bryan of 909 Harmony Drive and said, "After having a talk with the attorney, I have decided to withdraw my appeal." The board then moved to approve his filing-fee refund.
The board passed the refund motion for the Harmony Drive appeal on a roll-call vote: Smith — yes; Haynes/Haines — yes; Rourke — yes; Moran — yes; Polier — yes. After the vote, Clerk Clark said the council office "will submit a request through finance for the refund" and that it will take "a couple weeks." The board then approved a second $50 refund for Mary Burkett, who had withdrawn her appeal on March 12, 2025; that motion was moved by Rourke and seconded by Haynes and passed on a roll call.
Board members did not debate the merits of either underlying sidewalk maintenance determinations during the refund votes; both items on the agenda were limited to the administrative question of reimbursing filing fees for withdrawn appeals.
The board clerk will process the refunds through the city finance office; no further action on the underlying appeals was taken at the meeting.
