Tate told commissioners the public works personnel roster shows no net headcount change but does reflect a change in the programming assistant's status to a full-time position and several split-funded roles: "half of Ricky Ray's salary will come out of streets, half of it will come out of stormwater," Tate said, and she described similar split funding for other positions. She also noted an employee retiring in June whose accumulated vacation pay adds a one-time cost to this year's budget.
