Committee staff summarizes technical changes to H.86 on salt applicator certification and recordkeeping

Mike, committee staff, summarized changes to H.86 during the April 30 hearing, saying the House Environment Committee accepted several of the committee's suggested edits and made additional technical clarifications.
"You suggested that there be a purpose and intent section to lead off the bill to and that was added," Mike said, summarizing edits earlier in the process. He said the bill language now describes a "limitation on liability" rather than an absolute protection and removes a fixed date for when liability protection would attach; the protections will begin once the implementing entity (EDC) sets up the program and certification training.
Other changes Mike described include synchronized recordkeeping requirements between commercial and municipal salt applicators, replacing references to "winter deicing" with broader references to "salt, salt alternatives, or sand" to cover multiple uses, and clarifying that the municipal local-roads curriculum is voluntary. He also said the House Ways and Means Committee wants explicit legislative approval for any fee related to the program.
Committee members discussed appropriations timing and planned a straw poll on the committee's position. No formal vote on H.86 took place during the session.
What happens next: Mike said the updated text (referred to as Draft 5.3 in the House Environment files) would be distributed to committee members so they could take a straw poll and prepare for possible floor action.
