Transportation panel hears push to allow immediate renewals, 8‑year IDs to protect transgender, nonbinary Vermonters

MONICA ALLARD, a staff attorney with the ACLU of Vermont and co‑founder of Vermont Queer Legal Professionals, told the House Transportation Committee on April 29 that sections 15–18 of S.123 should take effect immediately and that language from H.351 should be incorporated to extend driver’s‑license and non‑driver ID renewals to eight years and to require a DMV report on supporting full legal names and special characters.

Allard said the changes are intended to help transgender and nonbinary Vermonters retain identification that reflects their gender identity while federal policies governing Real ID and passports are in flux. "Having access to affirming identification is a way that people advocate for themselves," she said, adding that many people have been delaying passport renewals out of concern they will be reissued with incorrect gender markers.
