Damien Leonard, legislative counsel, described the first group of edits as largely technical clarifications that reflect current DMV practice. "Sections 1, 2, 3 and 4 are technical in nature, adding in a couple of cases, really clarifying the law to reflect the existing practices," Leonard said. The committee indicated informal agreement to retain those sections in the bill.
