Las Vegas begins mapping Redevelopment Area 3 for East Las Vegas revitalization

Tracy Reich, redevelopment manager, presented draft boundaries and process steps for establishing a new Redevelopment Area (RDA 3) covering parts of East Las Vegas. Reich said staff will finalize a preliminary boundary, present it to the Planning Commission for input, then take it to the RDA board and City Council. Following boundary approval, the city will perform a blight study to determine eligibility and whether to prepare the study in-house or hire an outside consultant.
Reich said the boundary-drawing effort started from the East Las Vegas area-plan map and includes commercial corridors and pockets of underutilized or publicly owned land along Lamb Boulevard, Pecos, Nellis and Bonanza. She asked committee members to review the draft and provide additional properties or APNs for inclusion. Reich said staff plans targeted outreach to property owners identified as catalytic sites and general public outreach materials in two languages explaining that the RDA is not a new tax but a mechanism to reinvest a portion of existing taxes back into the area.
Committee members discussed whether to include adjacent residential areas within the boundary. One member said including nearby residential parcels ‘‘probably doesn’t hurt’’ because it could allow future reuse or conversion along major corridors; another member emphasized the RDA should focus on working families and community needs rather than entertainment-focused redevelopment. Kelsey West asked whether the city would solicit resident feedback; Reich said public engagement is part of the blight-study and implementation steps and staff will prepare materials and outreach events.
On the question of structure, Reich said staff reviewed expanding the existing RDA 2 but decided to propose a new RDA. “We thought it would be easier to expand RDA 2… but after looking at that… it’s just as efficient to do a new RDA,” Reich said, noting a new RDA would offer a longer initial period of eligibility and let the city “have a longer period of time to work in the East Las Vegas side.” Reich said staff will bring a final map back at the next committee meeting and that staff expects Planning Commission review before that meeting.
No formal vote was taken; the committee provided feedback on boundaries and outreach and asked staff to proceed with refining the map, performing the blight study, and preparing community engagement materials.
