Fall River Community Preservation Committee moves financial report to May; reports FY25 totals and an emergency grant

The Fall River Community Preservation Committee voted April 28 to move its full financial presentation to the committee's May meeting and reviewed staff-reported fiscal figures for the previous year.
The committee’s chair, Michael Farris, opened the annual meeting and read from a staff email explaining that Emily Arpek, who has been in her position eight weeks, did not yet have the complete data for the committee’s financial packet and asked to bring the full report to the May meeting. "She'll be reporting to us at the May meeting instead of tonight," Farris said.
The committee then voted to move the financial report. "So I'll make a motion to move the financial report to the main meeting," said Kristen Kantara Oliver, who made the motion. A member seconded the motion and the roll call showed unanimous approval from members present.
Committee members summarized figures that were read into the record from the staff-provided materials. As reported at the meeting, total available funds for FY25 were stated as $3,842,902; administrative costs were listed as $45,000; bonds were listed as $302,250; a community housing allocation was listed as $249,150; and an open-space allocation was listed as $2,750. Committee members said the projected total for FY26 is about $8.016 million and that roughly 18.1% of that projection was state matching funds. Those numbers were reported by committee members from staff materials during the meeting.
Committee member Chris Benavides noted an emergency funding action taken during the year: "we did an emergency funding for the Christ Little Rock Church," he said. The meeting record did not include additional detail in the transcript about the amount or terms of that emergency funding; the committee deferred the full financial discussion to May, when staff will present the complete figures.
At the annual meeting the chair also delivered a short statement thanking members and staff for the committee’s work over the year. "As the chair of our committee, it's both an honor and a pleasure to reflect the remarkable achievements we've collectively accomplished this year," Michael Farris said, noting the committee recommended more than 20 projects involving historic preservation, open space, recreation and community housing. Members then voted to retain existing officers in place for the coming year and approved the annual meeting actions by roll call.
The meeting concluded with a motion to adjourn; the motion carried on a roll-call vote. The committee indicated it would resume its regular meeting at 6:30 p.m.
Because the full financial packet was not available at the April meeting, the committee’s FY25 and FY26 figures above are reported as they were read into the record and will be reviewed in full when staff presents the complete May financial report.
