City staff said due diligence — including survey work, a Phase I environmental assessment and engineering — identified wetlands and other constraints and the purchase-and-sale agreement expired after negotiations with the landowner stalled. The city has incurred roughly $11,460 in preparatory costs and proposed that the remainder of the CPC allocation be returned for use in other projects.
Committee members discussed whether to seek repayment or to reassign the funds; they voted not to extend the acquisition project and to have staff coordinate formal withdrawal paperwork and return of unused funds. City staff said they would consider future attempts to acquire parcels in the watershed if conditions and funding align, and noted much of the due-diligence work would reduce time and cost if the parcel were re-offered.
