Elyria committees decline hearings, approve two liquor permits for downtown businesses

Elyria’s community development committee voted Monday not to request hearings and approved actions that clear the way for two liquor-permit items: a stock permit for Black River Tavern (first floor, 1100 Gulf Road) and a new D-5 permit application for Cubano King LLC at 827 Cleveland Street.
Chair and committee members said there were no reported issues from Elyria Police Department or zoning staff, and no one from either applicant was present. "I was going to make a motion seeing that there were...no reported issues from the Elyria Police Department or zoning, I was gonna make a motion that the city does not request a hearing," said Mr. Callahan during the Black River Tavern item, moving that the city not request a hearing. The motion was seconded by Mrs. Mitchell and carried.
When Cubano King’s application was called, Mrs. Mitchell moved that the city not request a hearing; Mr. Oswald seconded the motion. Committee members again noted no police or zoning concerns and the motion carried on a voice vote. The committee did not take other substantive action and directed no follow-up in the transcript.
Both votes were taken during the community development portion of the meeting and were carried by voice vote without recorded roll-call tallies in the meeting transcript. The committee record shows the decisions were procedural determinations not to request public hearings, based on staff reports of no issues.
