Burns described the UPWP as the federally required work program for jurisdictions that use federal and state transportation funds and said the FY2026 draft budget totals $337,187, reflecting a 2% increase from the current UPWP level provided by MassDOT. Key tasks listed include long-range transportation planning, traffic model development (funded with town funds and procurement in progress), Safe Streets and Roads for All implementation, parking management, bike and pedestrian planning, grant management and local technical assistance for boards and commissions.
No action was requested at the April meeting; Burns said staff will seek authorization for a public review period at the commission’s May 19 meeting, with a draft review window proposed from May 23 through June 23 and a public meeting on June 23 to receive comments.
