Summary
Staff will add comments explaining how several zoning articles relate to the state Affordable Homes Act; the Planning Board agreed to sponsor an inclusionary housing article with controversial elements removed.
The Planning Board directed staff to add brief comments under each zoning article tied to the state Affordable Homes Act to explain that proposed changes are consistent with the state law, planning staff said.
Meg Trudell said she included an explanation of the Affordable Homes Act in the planning board report and recommended adding a short, plain-language comment under each relevant article because "probably more people read the comments than read the report." The board voted to authorize staff to insert the draft comments and to reference the legislation in the warrant materials.
On inclusionary housing, Trudell said the planning board elected to sponsor the article but removed several controversial provisions from the citizen petition — specifically the inclusion of commercial property and by-right subdivisions. The board asked staff if any additional comment language was needed; members then moved to include the staff-drafted explanatory comments and to sponsor the pared-down inclusionary housing article.
