Pittsburg, Kan. — The Board of Regents’ Fiscal Affairs & Audit Committee reviewed the Johnson County Education Research Triangle (JCERT) budget projections on April 16 as a first read, with committee members hearing that the three participating campuses forecast about $8.3 million in sales-tax receipts for the coming year.
Vice President Frisbie told the committee that the one-eighth cent sales tax administered by JCERT supports KU clinical research, K-State Olathe/outlay campus and the KU Edwards campus and that state law requires Board of Regents approval of the campuses’ budgets. “This is the annual process we have with the Johnson County Education Research Triangle,” Frisbie said, adding that the JCERT authority administers the funds and retains a limited amount for administrative costs.
Why it matters: JCERT-funded programs are restricted by state statute to defined uses and the board must approve how the three campuses allocate the sales-tax proceeds. The committee treated the April presentation as a first reading; Frisbie said the JCERT board will review and approve budgets later in April, and the Regents will consider formal approval at their May meeting.
Committee members had no substantive questions at the April 16 session. The presentation packet and hard copies were available to Regents and staff, Frisbie said, and the item will return for action as part of the regular budget approval process.
