Facilities committee recommends multiple construction bids and design work to full board

The Union County Public Schools Facilities Committee on April 30 recommended several construction and design contracts to the full board, including a lighting contract at Hemby Bridge Elementary, tennis-court replacement at Porter Ridge, paving at multiple sites and painting work across three schools.
Facilities staff reported that Net 0 submitted the lowest responsive bid for Hemby Bridge Elementary lighting at $887,574.31, including base bid allowance and an alternate covering canopy and exterior LED lighting; staff recommended moving that bid forward. For Porter Ridge tennis courts, Haas Contracting submitted the lowest responsive bid at $696,722; staff noted the project scope includes fencing, drainage and site work and that the general contractor may subcontract court surfacing. Bids for paving at Newtown Elementary, Piedmont High, Porter Ridge High and Stallings Elementary were reported as the lowest responsive total from Huck's Contracting at $8,729,798. Staff said the paving award includes base bids and specified alternates at some sites. Interior and exterior painting bids for Indian Trail Elementary, Sun Valley Middle and Walter Bickett Elementary were presented; Peterson Painting and Construction and HR Home Enhancers were the lowest bidders for the respective schools and staff recommended award.
Separately, a roof renovation design proposal from Roof Trail Engineering for Marvin Ridge High School was presented in the amount of $186,250, paid from 2023 CIP roof savings. Staff said the design work will include permitting, design assistance and quality-control monitoring during construction; construction is scheduled in the district’s 2026 CIP with design and permitting work this year.
Committee members asked routine questions about prior vendor experience and technical specifications: staff said Net 0 and Peterson Painting had been used previously, that Haas may subcontract specialty court surfacing, and that the paving alternates include options to mill and reclaim asphalt at Stallings when conditions allow. Each recommendation was moved or seconded and sent to the full board for approval by committee vote, recorded as unanimous where noted. Staff did not identify legal or statutory issues in these items during the committee discussion.
