Union County OKs East Elementary fence and playground work as school prepares to move in

The Union County Public Schools Facilities Committee on April 30 approved a $262,502.96 change order to reinstall the perimeter fence and gates at East Elementary and recommended proceeding with a $469,414.63 quote for the upper-grade playground and outdoor classroom, committee records show.
Committee members heard from a facilities presenter identified in the transcript as Ms. Veil, who said, “This memo is associated with the request that we received to put the fence, the perimeter fence inclusive of gates, around the elementary school's site. So the general contractor has proposed a $262,502.96 change order to implement that fence back onto that property.” The committee voted to approve the change order 4–0.
The playground and outdoor-classroom quote came from Bar Recreation and, according to Ms. Veil, includes a sunshade with seating, Gaga pits, replacement of borders and mulch, and replacement of the larger playground component. Veil said the funding source for the playground work is bond premium funds. Committee members asked whether the equipment met Americans with Disabilities Act accessibility requirements; Veil responded that the district has “an internal playground procedure that allocates the number of ground components to elevated components” and that the remodel was designed to ensure ADA compliance and improved access.
Committee discussion later in the meeting tied the construction items to the board’s schedule for occupancy. Facilities staff said they were seeking a temporary certificate of occupancy (TCO) for East Elementary that would allow furniture delivery; staff told the committee furniture deliveries would begin if the TCO is issued. Staff described the permitting process as phased: an initial TCO that allows equipment delivery, a second step that enables occupant access and teacher move-in (anticipated mid to late May if permitting stays on schedule), and a final certificate of occupancy after completion of paving and site work expected later in the year. The committee voted to send the playground recommendation to the full board 4–0.
The committee did not take action beyond approving the change order and forwarding the playground quote; staff said final occupancy dates remain contingent on permitting milestones.
