Board approves Secondary Roads five-year plan and creates new county mechanic position

The Woodbury County Board of Supervisors approved the county Secondary Roads Department's five-year construction program and authorized creation of a new mechanic position to reduce outside labor and parts costs.
Secondary Roads director Laura Seabird presented an Iowa Department of Transportation-approved five-year program and noted that some reimbursement projects (notably a bridge-related Southbridge project) remain subject to DOT timing and reimbursement. The board voted 5-0 to accept the DOT-approved program.
The board then considered a new mechanic classification and approved creation of the position. Seabird told the board the county had spent about $490,000 on outside labor and parts and that hiring a full-time mechanic would likely reduce those costs. A proposed pay range for the position was discussed in the meeting backup and in public comments: $76,578.06 to $87,151.22.
Supervisors approved the position and directed Human Resources to initiate hiring and advertising. The board also discussed the county's practice of "borrowing ahead" on farm-to-market and bridge accounts, which can shift project timing. A supervisor raised a separate question about a bridge on 100th/80th Street over Rock Creek; Secondary Roads staff said they would follow up after the meeting.
Both the five-year construction program and the new mechanic position were approved unanimously, 5-0, and the department will proceed with recruitment for the new mechanic classification.
