Council awards contract, approves insurance payment and use of reserves to replace village roofs

The Palos Park Village Council voted Monday to award a contract to Affordable Restoration Group, Inc. to replace roofs and gutters at several village facilities and to accept insurance proceeds to proceed with work.
Jermaine (staff member) told council the project had been continued at prior meetings and that the village had confirmation from IRMA, the village's intergovernmental risk-management agency, that the roofs were eligible for replacement due to hail damage. IRMA provided an initial insurance check of $196,270.98, Jermaine said, and the village's deductible for the claim is $25,000. "There's a likelihood that additional monies will be needed to pay for roof decking, facial replacement, and other damage as it's uncovered through the construction process," Jermaine said.
The work covered multiple buildings: village hall, capture center, recreation center, pump station, Metro station, the sluice (slough) house and a portion of the public-works garage. Council moved to forgo formal bidding and retain Affordable Restoration Group, Inc. to perform the replacements; the motion and second carried on roll call. The council also approved using the village's reserves to pay the $25,000 deductible so the contractor could order materials and begin work.
Councilors noted IRMA considered the collection of roof replacements as a single claim and that staff will return with final costs as construction reveals any additional damage. The contract award includes authority to accept the insurance payment and apply reserves to the deductible to expedite repairs.
The council recorded approvals by roll call; no member objected on the record.
