The Palos Park Village Council unanimously approved a business retention economic incentive agreement to keep Francesca's Vicinato in the village and support a planned renovation.
Mayor Melinda Walters explained the owner considered relocating the restaurant to Orland Park after receiving an offer from a developer, and the village negotiated an incentive agreement to encourage the business to remain. The owner committed to a renovation of dining rooms, bar, bathrooms and kitchen, estimated at about $450,000, and agreed to remain in Palos Park for a minimum of five years or repay the funds plus 5% interest.
Under the agreement the village will make economic incentive payments totaling up to $100,000, tied to completion milestones: an initial $50,000 payment upon signing, a $25,000 payment after a subsequent milestone (described in council discussion as a month later), and a final payment after receipt of lien releases showing contractors have been paid. The mayor said the restaurant remained open during renovations and continues to generate sales-tax revenue for the village.
Mayor Walters said the village currently receives approximately $100,000 annually in sales and places-of-eating taxes from Francesca's and that the renovation could increase turnover and tax receipts. Councilors moved, seconded and approved the agreement by roll call.
No dissent was recorded; councilors framed the incentive as a business-retention tool designed to preserve local employment and sales-tax revenue.
