The city reported that it awarded the Community Crossings Matching Grant (CCMG) 2025 paving contract to Midwest; meeting remarks stated the winning bid was over $2 million and came in roughly $1 million lower than the next bidder. Council also approved a change order for the CCMG 2024 West Street project.
Council-approved event uses include a Salvation Army parking arrangement (May 17, 11 a.m.–2 p.m.) and four street closures for Court Street/green space tied to car shows on May 2, June 6, Aug. 1 and Oct. 3. Officials said West Street is closed for the 2024 community crossings project and the city is starting water-main work there, with crews relocating the water main from the east side of the street to the west side; the work is expected to take roughly a month once started.
City staff said hydrants are being moved as part of the water-main relocation and that the move should reduce conflicts with stormwater work. Engineering notice on LPA 2028 reconstruction requires a pedestrian detour down West and Madison streets; ADA issues along Washington and Madison were identified and staff said they will pursue fixes in 2026–27 rather than defer to 2028.
Other project updates included repainting a downtown crosswalk coincident with nearby INDOT paving, sandblasting and repainting a water tower with the city logo, completion of a trail extension pending one remaining ADA-accessible seesaw for a playground, and the recent installation of six downtown stop signs. Alley maintenance and curve repainting were described as weather-dependent spring tasks.
Why it matters: the CCMG contracts and West Street water-main work affect traffic, utilities and drainage in southern quadrants of the city; scheduled closures affect downtown access on event dates.
