Staff member Jim told the council the city approved using $125,000 in MFT funds (line item 55173-02) for the 2025 oil-and-chip program and had submitted maps of the streets targeted for treatment. The state accepted the proposal under the Illinois Highway Code standard form BLR 12330, and staff presented the bid tabulation. The apparent low bidder was the Earl Walker company at $109,570.58.
Council members asked about scheduling; staff said the contractor must complete work by July and the city's expectation was to have the work done before the start of the school year. City Administrator Terry Summers was identified as the official who will sign the IDOT form approving the award.
After a motion and second, the council approved the resolution by roll call; no objections or amendments were recorded. The resolution and bid tabulation were included in the council packet.
The contract award authorizes staff to finalize the IDOT BLR form and proceed with contractor scheduling and materials procurement under the cited funding appropriation.
