Franklin County commissioners approve Blue Shield support, multiple appointments and consent agenda

The Franklin County Commission voted Jan. 16 to approve a series of commission orders, including a measure expressing county support for the Blue Shield law-enforcement support program, appointments to local boards and a consent agenda that included two liquor-license approvals.

The actions came during a routine business session in which commissioners moved and seconded each item with no substantive discussion before voting. Commission Order 2025-116, described by the chair as “uniting Franklin County communities in support of law enforcement agencies” and referencing the Blue Shield program, was approved unanimously. The commission then approved Commission Order 2025-117, appointing Jennifer Schwinter to the Franklin County Scenic Regional Library District Board, and Commission Order 2025-118, listed as approving and authorizing University of Central Missouri for an unspecified purpose in the agenda text. Commission Order 2025-119 appointed Dave Schatz to the Franklin County Transportation Committee as the county representative.

The commission also approved Commission Order 2025-120, which accepted the consent agenda. The clerk noted two liquor-license items included on the consent agenda, identified in the meeting transcript as licenses for Elijah McClain's and an item referenced as "Magna Bello." Commissioners voted “aye” on each motion; the meeting record shows motions were moved and seconded and that the motions carried.
