Hamilton County signs certificate of substantial completion for phase 1 of US‑31 corridor infrastructure

Hamilton County commissioners on April 28 approved a certificate of substantial completion for portions of the US‑31 corridor infrastructure project, allowing the county to accept ownership of multiple assets constructed under the build-operate-transfer contract.
County Attorney (presenter) described the items now substantially complete in phase 1 to include a wastewater treatment plant, Lift Station Number 2, multiple sanitary sewers and force mains, booster station 1, an elevated water storage tower and several water main lines. He said transferring ownership reduces ongoing costs such as insurance billed through the construction partner, Reynolds Construction.
The county attorney noted that phase 2 items already substantially complete include Lift Stations 4 and 5 and additional sanitary sewers and force mains. Commissioners were presented paperwork prepared with Russell Engineering and the project team recommending the transfers.
Commissioners voted to sign the document on the county signature line and accepted the certificate as recommended. The attorney said accounting and insurance staff will coordinate to confirm insurance arrangements for transferred assets and to assess whether further transfers should occur before the entire project is finished.
No dissent or amendments were recorded during the public portion of the meeting.
