County updates ARP-funded projects: library exterior, door contractor issues and NX electrical engineer replacement

HUTCHINSON COUNTY, Texas — Hutchinson County staff gave the Commissioners Court a progress update on several ARP-funded projects, including exterior work at the library, a stalled door project and an electrical-engineer replacement for the NX project.
Library exterior and start date
Monica, a county staff member, told the court that weather permitting the exterior work on the library should begin in one to two weeks. The court discussed scheduling and the need to coordinate with contractors and facilities staff.
Door project contractor and contract questions
Nancy and other staff referenced a door project that had a contractor who completed some work at the sheriff’s office and the library but then stopped; staff said they’d tried to contact the contractor for months with no success. The contract is with Clint Austin, described in the meeting as “the guys who did the bulletproof stuff.” Staff said they would check with Jerry (a facilities contact) and consider using a different contractor if they cannot resolve the current contract situation and if contract terms allow.
NX project electrical engineer replacement
Staff reported that the engineer originally assigned to handle electrical work on the NX project (Brown Engineering) had not followed through; the county has identified another engineer who will take over that portion of the project. Monica said she had been waiting on Brown Engineering and they did not respond in a timely way.
Other ARP items
Monica said the county had earmarked funds and executed contracts for some projects and that staff would verify whether the county can reassign contracted funds to alternate vendors where needed. The court asked staff to check contract terms and proceed with replacements if necessary.

Staff will follow up with Jerry on the door contractor and will pursue alternate engineering support for the NX electrical portion if the originally assigned firm does not perform.
