Wichita County awards primary suppliers for road materials, will rebid crushed concrete and coalite

Wichita County Commissioners on April 29 approved primary and secondary vendors for most categories in the county's road materials and culvert bidding process, and directed staff to rebid crushed concrete and coalite and to request a bid for plastic culverts.

Judge Johnson and county road staff reviewed the bid results; multiple vendors submitted offers in some categories, while others received a single bidder or no responsive bid. The court accepted recommendations to make Ergon the primary supplier for the CHFRS 2P polymer-treated material, P Squared primary for primer oil with Ergon as secondary, DeLisi and OS & S as primaries for various chip sizes, and LandTech/Landex as the primary metals culvert vendor. Commissioners also noted that OS & S submitted a late crushed-concrete bid and asked staff to rebid that material.

Judge Johnson framed the options: "We can reject all of them and send them back. We can..." and staff recommended individual selections and targeted rebids where supply or responsiveness was insufficient. Commissioner Beauchamp moved to approve the primary/secondary designations and to rebid crushed concrete and coalite; the motion passed on a voice vote. The court also asked staff to include plastic culvert specifications in the rebid package because no bid was received for that product.

County staff said the crushed concrete product has become important to county road work and OS & S may have a delivery advantage; hauling and delivered price were cited as considerations. Commissioners agreed to list the chosen primaries/secondaries in the minutes and to proceed with rebidding where needed. The court did not identify new pricing in the motion and directed procurement to finalize bid documents and rebid the specified categories.
