McCracken County approves $710,000 cash transfer, health plan rate increase and advances ordinance to repeal landline fee

The actions, taken during a single session of the court, also included authorization to transfer $535,793.58 from the transient room tax escrow fund to the city of Paducah to cover a bond payment on the Convention Center and Carson Center Series 2020B GOB, authorization for the judge/executive to sign a County Road Aid co-op (Grama) contract with the Kentucky Transportation Cabinet for the fiscal year beginning July 1, 2025, and an amendment to an Industrial Development Authority appointment for Leon Owens to a term ending March 31, 2029.
The court voted to accept the insurance proposal as presented, which the minutes record as a 6.18% increase for group health and no changes to dental and vision coverage for the 2025–26 plan year. The court recorded the order to make the $710,000 cash transfer “in order to pay county bills and payroll approved 04/28/2025.” The voucher claims register showing county bills of $236,189.06 paid for the period April 14–28, 2025 was also approved.
In a procedural matter under KRS chapter 67, the court conducted a second reading in summary form of Ordinance No. 2025-06, which the summary says repeals McCracken County ordinances 91-2 and 2000-6 “in their entirety” to abolish the landline fee and cease collection pursuant to Section V.C. of the interlocal agreement for emergency 911 services between McCracken County and the city of Paducah. The court certified that the written summary represented the main points of Ordinance No. 2025-06 and made the full ordinance available for public inspection in the McCracken County Judge Executive’s Office during ordinary business hours.
All listed items were approved by voice vote after motions and seconds; the court did not record a roll-call tally in the transcript excerpt. The court had two previously tabled items (a resolution and an ordinance related to a food truck matter) and left both on the table without further action.
