HOA asks Roselle to take over salting; trustees decline to reopen long‑standing private‑maintenance agreements

During public comment on April 28, Mike Ford, representing the Village of the Ponds Homeowners Association, asked the Village Board to consider revising an existing agreement that requires his HOA to plow and salt its private circle, and requested the village provide salting service only rather than expect residents to do both plowing and salting.
Village staff and trustees said the village has many HOA‑maintained streets and that changing the arrangement would have broader implications. Public Works Director Karen told the board there are “somewhere in the thirties” private cul‑de‑sacs or privately maintained locations in Roselle that the village does not plow or salt; she said adding those streets to municipal service would require operational changes and could force additional winter‑time staffing outside current schedules.
Board members signaled reluctance to reopen the long‑standing agreements. Mayor Pawlowski and several trustees said the village would reach out to the HOA, provide more information on responsibilities and limits, and continue to work cooperatively but would not begin a wholesale renegotiation of similar agreements while roughly 30 other private streets exist.
Ford clarified the request was for salting only and not for the village to take on plowing. Village staff said they would follow up with the petitioner and review the questions Ford submitted by email; no board motion or ordinance was introduced.
