HEB ISD outlines context for 2023 A–F rating as state raises accountability bar

District staff presented the Hurst-Euless-Bedford ISD’s 2023 A–F accountability results and the shifting state landscape that influenced year‑to‑year comparisons.

The presentation framed the 2023 results — a district score of 88 — in the context of rising state expectations and a reset of accountability metrics after the pandemic.

Doctor Johnson (staff member) told the board that the state’s accountability system had changed since the 2012–17 planning period and that metrics such as college, career and military readiness (CCMR) now carry a larger share of the rating. “We went to interim assessments…we came out of COVID…and the main thing that shifted was…we have the same expectations continuing to rise, but what we don't know is what that mark is,” Johnson said, explaining that districts often learn the scoring thresholds only when results are released.

Johnson recapped scores: district student achievement and school progress components and a domain for closing gaps, and noted that for 2023 the district’s overall score was 88, compared with a 93 in 2022. He said 48% of campuses earned an A, 48% earned a B and one campus received a C; one campus was identified as targeted support.

Trustees asked about the timing of subsequent 2024 ratings; Johnson said litigation was delaying 2024 results but that the district expects them “sometime this summer.”

The board accepted the presentation; no formal vote followed. District leaders emphasized continued focus on instruction and systems improvement to meet rising statewide expectations.
