HEB ISD details $1.93 million materials‑testing proposal for Bell High School construction

Josh Minor, the district construction manager, said independent materials testing is required for government entities and that the testing firm will report directly to the district rather than to the construction manager or general contractor. “So qualified engineering testing vendor…reports directly to us,” Minor said, listing tests and observations for earthwork, auger‑cast piles, concrete slump and PSI testing, masonry ties, fireproofing and geotechnical investigations.
Minor said the district used an RFQ process, had engaged an engineering reviewer (HPM) and planned to recommend a firm called CMJ. He said pricing structures can vary by per‑test fixed costs, hourly observation, travel charges and that CMJ proposed rate‑phasing designed to smooth costs across a multi‑year construction schedule. Minor told trustees the estimated testing scope for LD Bell — from 2025 into 2029 — produced the $1.93 million not‑to‑exceed estimate.
Board members asked whether that amount had been reflected in the bond master budget and whether Trinity High School would face similar costs; Minor said the bond master budget will be updated to incorporate firm proposals and that Trinity is expected to have a higher testing cost because of phasing and multiple buildings.
Minor said the item would return as an action item at the next board meeting for formal approval.
