HEB ISD reports progress and gaps in Gifted & Talented program; board asks for clearer metrics

District staff told the Hurst-Euless-Bedford ISD board the district’s Gifted & Talented (GT) services are meeting many elements of the Texas State Plan for the Education of Gifted and Talented Students but still have work to do to reach the state target.
The presentation is intended to show compliance with state GT standards and to explain next steps where the district remains “in progress” on some measures.
Ms. Harris, describing the 2024–25 GT update, said the district categorized state-plan standards as green (met), yellow (in progress) and red (not met) and reported it is “above 90% in the green and yellow combined.” She told trustees the district had focused professional development, family and community engagement and parity of identification so the GT population more closely resembles district demographics.
Harris said the district requires 30 hours of GT professional development for core teachers and a six-hour annual update and described new asynchronous materials, a secondary teacher newsletter and “GT in the movies” sessions used this year. She highlighted outreach events including family nights, a board ambassador movie screening and a park picnic that drew “several hundred people.”
Board members pressed for clarity on the graphic showing the percentage of standards met. One trustee asked how the chart was calculated; Harris explained she coded each standard in the state plan as met, in progress or not met and then calculated the share fully met. “If there were a hundred standards, 48% of them were completely met,” Harris said.
Trustees asked the administration to provide a clearer document listing which standards are met and which are in progress; Harris and other staff agreed to include that detail in the Friday update and to work with campus leaders to add campus-level GT goals to campus improvement plans.
The board received the report as information. No formal action was taken.
