The Medina City Council on April 28 approved a package of procurement and project items ranging from rock salt purchasing to vehicle and equipment expenditures and small park grants. Each item was adopted by roll call vote, primarily on motions presented during the meeting; most votes were 6-0.
Salt and routine purchases: Service Director Piccoli described the annual salt bid, saying, “This is our annual, salt bid, and we are electing to, purchase 1,900, 19 hundred tons in the, next year's program.” Council adopted Resolution 73-25 to participate in the Ohio Department of Transportation Cooperative Purchasing Program for rock salt.
Service department equipment and repairs: The council authorized increases to existing purchase orders and new equipment purchases for the street and service departments. Piccoli explained a requested PO increase for Rack-O-Masonry to address trip hazards and storm-sewer-related concrete aprons and sidewalks. The council approved an order to purchase a 2025 Ford F-600 cab and chassis from Montrose for $69,898.31 and a Henderson Products dump body to be mounted on that chassis. Piccoli also described a tailgate replacement for a refuse truck: “That tailgate cost roughly $26,700 with a shipping freight charge of $2,000 and that's what this increase will allow us to replace.” Ordinances authorizing these purchases passed by roll call.
Paving and resurfacing: The council authorized staff to advertise and bid the 2025–2026 equipment and asphalt general paving services program. Council also approved Ordinance 81-25 to advertise and award a contract for Job No. 1151, the US 42 resurfacing and pedestrian-safety improvements project, described in staff remarks as resurfacing US 42 (Court Street) and work on the square including bump-outs. That project was described as “estimated a little over 1,900,000” with approximately $1,400,000 coming from two different grants.
ODOT coordination: The council adopted Ordinance 82-25 to execute preliminary legislation with the Ohio Department of Transportation related to a Route 3/State Route 57 project planned for fiscal year 2026. City staff said the project estimate was a little over $2,200,000, and that $855,000 of that cost would be a local share or similar obligation.
Parks and small grants: Parks and Recreation Director Worley described two grant applications: a USA Water Polo grant request for $4,070 to purchase water polo goals for the recreation center, and a T-Mobile Hometown grant application requesting $20,000 to purchase and install benches along walking trails and in parks. Council approved both resolutions (77-25 and 78-25) by unanimous vote.
Routine contracting: The council also approved a regional PO increase to Environmental Equipment Sales and Service to replace a refuse truck tailgate and authorized advertisement for competitive bids for several service contracts, including general paving services for the coming season.
Outcome: Multiple ordinances and resolutions authorizing procurement, grant applications, and bidding authority passed with recorded roll-call votes (most recorded as 6-0). Staff said many of the purchases were budgeted replacements or annual procurement actions.
