Another resident, Bruce Rosebrough, questioned the choice of the site and listed several specific concerns: limited site size for the proposed 69 residences and roughly 40 parking spaces, emergency vehicle access and existing industrial neighbors that handle hazardous materials, proximity to Highway 101 and potential conflicts with future highway expansion, tsunami evacuation risk and the likelihood of traffic backups on Holiday and adjacent roads. He asked whether archaeological or soil contamination studies have been completed and urged the council to partner with Clatsop County to find a larger, higher‑elevation site.
Councilors did not debate the project during public comment; city staff advised the council the matter is under appeal and instructed members to reserve comment for the scheduled appeal hearing. The council chair cautioned against discussing the project outside the formal appeal process.
