Seaside City Council voted to relocate the city's glass and cardboard recycling containers and close the existing recycling depot on Avenue S, citing repeated illegal dumping and safety concerns at the current site.
Staff described the problem to council: the Avenue S depot draws illicit dumping because it is lightly supervised, and Recology — the city's contracted hauler — has indicated it intends to close the location. Staff recommended splitting services: a dedicated glass recycling container behind the Visitors Bureau and a cardboard drop at the Convention Center's south side parking area; staff said Recology offered to participate in construction costs for an enclosure and that staff would monitor whether a second location becomes necessary.
Councilor Morrissey moved the measure; Councilor Hoffman seconded. The motion called for beginning the new collection locations on 05/01/2025 and closing the Avenue S depot on 05/31/2025. After limited discussion about signage, vehicle access and farmer's market impacts, council President Morrissey called the vote. The council voice vote passed; the clerk recorded “motion carries.”
Staff said they will run both services concurrently for a short period before fully closing the old site, post clear signage at the existing depot before closure, and use the city website and social media — and possibly Recology billing notices — to inform residents. Staff also said they will request pricing for an expanded green‑waste option that could include staffed dumpsters, transfer station vouchers or an integrated rate for curbside service.
