Committee approves forwarding $25,000 design authorization for Nikki Jam Music & Art Center to full council

The Budget & Finance committee voted April 28 to forward to the full council an authorization to expend $25,000 from the Commonwealth of Massachusetts Attorney General’s office for design work at the Nikki Jam Music & Art Center, located at 147 Haver Street.
Senior staff explained the funds will support architectural design and renderings so the city and project partners can develop cost estimates and seek additional funding for construction and energy-efficiency improvements. Staff said the design work is the first necessary step to make the project “shovel-ready” for future grant applications.
One councilor asked whether a bidding process had been followed. Senior staff said the design expense is exempt from the city procurement threshold cited during the meeting and that the architect team was previously selected through the city’s procurement system for related projects.
The committee voted to send the authorization to the full council with a favorable recommendation; Councilor Luzon seconded the motion and the ayes carried by voice vote.
