Council committee backs $50,000 Mosaic opioid recovery matching grant to support client navigation and transport

The Budget & Finance committee voted April 28 to forward a municipal match and contract authorization to the full City Council for a Mosaic Opioid Recovery Partnership grant.
Sue Fink, manager of financial and administrative services, told the committee that the Mosaic program—funded by the Massachusetts Department of Public Health Bureau of Substance Addiction Services and administered locally with RISE Massachusetts Foundation—supports coordination for high-risk individuals through the Lawrence Hub, a network of about 40 service providers including the Lawrence Methuen Community Coalition and the Lawrence Police Department.
The city applied for the maximum $50,000 municipal matching grant and will provide a dollar-for-dollar match from the city’s opioid settlement fund. The city will contract with Family Services of the Merrimack Valley as fiscal agent for the Lawrence Methuen Community Coalition. Funds are proposed to support a 0.5 full-time-equivalent client resource navigator (with lived experience), 0.05 FTE program manager oversight, 0.1 FTE administrative support, fringe benefits, transportation to recovery and detox and some office costs.
“Dollars 50,000 was the maximum a municipality could apply for. And we are matching that with $50,000 from the opioid settlement funds that the city has received,” Fink said.
Council President Giovanni Rodriguez moved to send the authorization to the full council with a favorable recommendation; Councilor Wendy Luzon seconded. The committee approved the motion by voice vote.
