Planning commission approves replat of South Park Business Center Block B after owners raise private-drive, parking concerns

The Greenwood City Advisory Planning Commission voted 7-0 April 28 to approve the primary replat of Block B at South Park Business Center (PC 2025-021), a measure the city said will clean up repeated prior replats and create new Lots 8, 9 and 10.
The replat was presented by Donna Smithers of Northpointe Engineering and Survey, who told the commission the filing shows existing ownership and will be followed by a secondary plat creating the new lots. "We filed the position to replat Block B showing all the existing lots, all the ownerships," Smithers said. "We're coming in with a secondary plat, which will create now lots 8, 9, 10."
The planning staff recommended approval. A staff member summarized that the proposed lot sizes meet the required standards for the zoning ("the lot sizes meet the required size for the interstate commerce zone, so we're favorable"). The commission’s motion cited compliance with unified government subdivision standards as the basis for approval.
During the public hearing, owners of Unit 1 and Unit 2 (who also said they share space with a church) asked to be heard after the hearing was initially closed and described ongoing problems with traffic flow and maintenance on South Park Drive and the adjoining parking area. "Our concern ... is just the traffic flows on South Park Drive," the property owner said, adding that the parking lot and drive are recorded under a separate parcel and that the record owner for that parcel appears to be an LLC that has been dissolved.
City staff told the commission they would research the ownership and noted that, because the drive is private, an owners association taking the roadway as common area would likely be the practical solution. The staff member said they would be supportive of the homeowners’ association maintaining the drive: "I would say that since it is a private drive and it's an association that manages the other private drives, it is probably a discussion that they need to have with their owners," and staff would look into the status of the LLC and ownership conveyance. A meeting attendee named Sean offered to assist the property owners in locating records and pursuing options.
The commission reopened the public hearing to allow those comments, then reclosed it and proceeded to vote. Commissioner Price moved to approve the primary replat as submitted by Northpointe Engineering and Survey on behalf of Phoenix South Park LLC (docket PC 2025-021); Commissioner Prost seconded. The motion carried, 7-0.
The planning staff and the applicant said the approval will be followed by filing the secondary plat and by further staff research into the private-drive ownership and maintenance responsibilities. Staff did not specify a timetable for that research or whether any formal transfer of the private parcel to a new owner or HOA is required.
