Staff said the environmental review cleared on March 7 and the engineer is finalizing designs; the project should go out to bid early next month.
County staff also explained the MWBE Action Plan — which applies to contracts for construction, services or materials above $25,000 and covers the CDBG entitlement community that includes Bellefonte Borough — and the HUD Section 3 Action Plan, which the county said applies to HUD‑assisted housing rehabilitation and public construction projects that exceed $200,000 and is intended to direct employment and economic opportunities to low‑ and very‑low‑income persons when feasible.
Commissioners recorded motions and seconds to approve the subrecipient agreements and to readopt the two master file documents; the clerk announced the motions carried.
