Steinberg said he had repeatedly requested an answer from the city manager and wanted written confirmation of the city’s position.
City Manager Mike Mortel said the city’s current position is that ordinary commercial gatherings tied to a business license do not automatically create a “special event” that would require a separate permit; he said a gathering of 24 people, for example, does not trigger the special-event requirement if the activity is part of normal business operations. Mortel told Steinberg he would respond in writing and provide the response to commissioners and said he would not debate the matter at the meeting.
