City legal and administrative staff asked the Budget Review Commission to finalize how it will present its review to City Council and to designate who will present the commission’s findings and recommendations.
City attorney staff said the April 22 item can either be handled as a joint meeting or as a commission presentation to council. Staff recommended a presentation format in which the full commission prepares a written report and then designates 1–2 representatives to present the commission’s conclusions and answer council questions.
Sherry Scott of the legal department told commissioners the commission should: prepare a written report that documents scope and limitations; list recommendations and any “parking lot” items for future study; and designate commissioners who will work with staff to finalize the report. Scott said staff will post materials for the public and requested clarity about the format before the city clerk issues the council meeting agenda.
Scheduling and logistics: commissioners set a practical deadline for submitting preliminary recommendations to staff so materials can be posted before the April 11 commission meeting and before the April 22 council work session. Commissioners discussed whether to finalize wording in advance or to work from motions made on April 11; the clerk and staff recommended a report be drafted from commission inputs and that the commission then select presenters for the April 22 briefing.
What the commission asked staff to do: produce a draft agenda and compile submitted commissioner comments for the April 11 meeting; provide the commission with the finalized packet at least 24–48 hours before the meeting; and allow the commission some procedural flexibility on April 11 to add or refine motions based on late information.
Next steps: commissioners agreed to send comments to staff promptly (staff requested submissions at least 48 hours before the April 11 meeting) and to use the April 11 session to ratify which findings have commission consensus; the commission will then select one or two members to present on April 22.
