Commission adopts streamlined city event funding programs, adds charitable and seasonality rules

The Scottsdale Tourism Development Commission voted to recommend streamlined changes to the city’s event funding programs after staff presented a redlined update to four program documents.
Steve, a tourism staff member presenting the changes, explained "We had roughly about 5 changes I'll just cover, regarding that" and summarized staff proposals. The updates add a charitable component to all applications and worksheets, tighten the seasonality funding window (staff said seasonality is now "July through September" for the relevant criteria), and add a prohibition that events receiving community-event program funds cannot also apply for the larger event development program.
Staff also added new ineligibility language (for example, expos were added to a list of ineligible event types) and an operations-driven rule from parks that event venue program funds will not be dispersed for fields that are reserved but not used to capacity as determined by the parks and recreation department.
The presentation included statistics on historic awards and noted that about eight existing events would be impacted by the tightened seasonality criterion. After discussion and brief commissioner comments supporting the additions (including a commissioner who said "thank you for putting the- support of- a charitable" component), the commission moved, seconded and approved the recommendation to forward the redlined programs to city council for adoption.
Staff said they will provide quarterly staff reports and post-event reports to the commission and would continue refining some data displays (for example, condensed CoStar/Smith bridal reports) for future meetings.
