City manager outlines large retail, housing and industrial projects coming to Maricopa

City Manager Horst told the council on Nov. 20 that a wave of retail, housing and industrial development is moving forward across Maricopa, with several projects in permitting or under construction and others in early conceptual design.
Horst said the city cannot force private businesses to open specific stores, noting, “we're not Russia. We can't snap our fingers and form a store,” and described the local market conditions that attract retailers and employers. He presented conceptual plans for multiple areas south of the overpass and elsewhere in the city, stressing population growth as the primary driver for retail recruitment.
Projects described in the presentation included a 217,000-square-foot Thompson Thrift project, a retail/office prototype south of Exceptional Health, a Rainsman Commons development with 55-and-up housing and market-rate units, reconfiguration of the former pawn shop into a music-and-restaurant venue (Duke’s Roadhouse), and activity around the Walmart and Wells at Stonegate area with tenants cited as Bolsa Donuts, Banner Physical Therapy, Rocky Mountain Chocolate and Slim Chickens.
Horst said construction work such as the extension of Honeycutt Road could begin in January and that Tractor Supply and Home Depot pads were moving forward. He described Abalaya as an 800,000-square-foot potential mixed-use retail area along Desert Parkway and said the city expects roughly 500,000 square feet of retail to appear in the next 12 months and between 500,000 and 1,000,000 square feet thereafter.
Other items included new housing projects El Rancho and Kelly Ranch, a U-Haul facility with regional offices, Petco and Nectar openings at Edison Point, and the return of Carl’s Jr. to a John Wayne location. Horst also noted that a church under construction (Christ’s Church of the Valley) plans to make outdoor sports fields available to the community.
Horst characterized many designs as early conceptual drawings that are subject to change and reiterated staff will continue to vet designs as applications proceed through review and negotiation.
