Council awards bid to replace inbound landfill truck scale; budgeted contingency retained

The Casa Grande City Council approved Resolution 5752 to accept a bid from Southwestern Scale Company Inc. to replace the inbound truck scale at the city landfill.
City staff told the council the current inbound scale is about 30 years old and failing intermittently, causing traffic congestion when it is taken out of service. The replacement is intended to restore continuous inbound/outbound weighing capacity and reduce operational delays at the landfill.
Staff reported the city budgeted $115,000 for the project. Southwestern Scale Company submitted the lowest responsive bid at $90,305. City staff asked the council to authorize the remaining budgeted amount as a contingency to cover potential foundation or installation issues once the old scale is removed.
A council member asked about the remaining lifespan of the landfill; staff estimated about 20 years of remaining capacity and said the department is evaluating options with the Arizona Department of Environmental Quality that could extend the site’s useful life by raising the permitted height.
Staff also confirmed the replacement scales are set on foundations and could be relocated to another landfill site if the city later decided to move landfill operations. No amendments were made to the proposed contract award.
The council approved Resolution 5752 by roll call vote; Councilmembers Romo, Dugan, Bedellin, Edwards, Huddleston, Mayor Pro Tem Herrmann and Mayor Fitzgibbons voted yes.
